The Speaker of Parliament Rt. Hon. Alban Sumana Kingsford Bagbin has ruled that a Private Member’s Motion which seeks a substantive parliamentary inquiry into recent major narcotics seizures involving consignments is inadmissible.  

According to the Speaker, the motion in its present form as submitted by a member of  Minority Leadership is inadmissible under Standing Orders 5, 6, 103(f), 192 and 233. “I accordingly dismiss this motion in limeine” he stated. 

The Rt. Hon. Speaker made this ruling when the House was recalled to sit on Tuesday 29thSeptember 2026.  

The Speaker explained further that had carefully considered the motion and its proposed terms of reference, the ongoing investigations and pending judicial proceedings, as well as Parliament’s constitutional oversight responsibilities and the Standing Orders of the House.

He was of the view that allowing the motion to stand and setting up a Committee to investigate the narcotic seizure could require Parliament to examine transactions, assess the conduct of various actors and determine why certain actions were taken or opposed at Ghana’s ports of entry, stressing that such references could be determined by court of competent jurisdiction.
