FINANCE MINISTER PRESENTS 2026 MID-YEAR BUDGET REVIEW

The Minister for Finance, Hon. Cassiel Ato Forson has presented to Parliament the Mid-Year Review of the Budget Statement and Economic Policy of the Government of Ghana for the 2026 Financial Year. The Finance Minister is mandated by section 28 of the Public Finance Management Act 2016 (Act 921) which requires him to present to Parliament a Mid-Year Fiscal Policy review not later than 31st July of each year. Hon. Ato Forson disclosed to the House that his Ministry representing the Government of Ghana is not seeking a supplementary estimate, stressing that the 2026 appropriation remains unchanged. He reaffirmed the following macroeconomic targets for 2026 to the House. They include overall real GDP growth of at least 4.8%, Non-oil real GDP growth of at least 4.9%, End-year inflation of 8+2% and a primary surplus of 1.5% of GPD on a commitment basis and gross international reserves sufficient to cover not less than three (3) months of imports. He noted that the recovery of the economy has been anchored on three (3) key Transformational Policy Reforms namely the Fiscal Correction, Modernising Ghana’s Tax Regime and lastly complementary fiscal policy for inflation targeting and exchange rate stability. Both the Minority and Majority Leaders, Hon. Alexander Afenyo-Markin and Hon. Mahama Ayariga respectively made their preliminary comments on the floor about the Finance Minister’s presentation. The House is expected to start debate on the Mid-Year Budget Review on Friday 24th July and conclude on Monday 27th July 2026.
